The bottom line (page 7 of the main report) is that there are an estimated 45 stereotypical stranger "kidnappings" per year of children under
age 12 in the United States. This is less than one child in a million each year, and less than the number of people killed by lightening strike in the U.S. each year http://www.lightningsafety.noaa.gov/medical.htm). There were an additional 65 cases among 12-17 year olds, for total stranger abductions of 115 among over 70 million children and youth in the United States.

The biggest category of abductions, of course, is family abductions. The second biggest is non-family abductions by people known to the family--boyfriends, neighbors, child care workers. Many of these are not reported to the police because there was no harm to the child--a child care
worker who held onto the children for a few hours to force the mother to pay her bill, an upset boyfriend who wont let his girlfriend return home. There are really bad cases out there, but the widespread fear of abduction is not grounded in reality. And there is no evidence at all of an increase in child abductions; in fact, evidence points to the likelihood of a decrease, although different methodologies in the studies prevent definitive conclusions.
